On Cloud Service, why do newly created campaigns take a minute for rotations to propagate & set?

As Thrive grows, we continue to add more and more Amazon data centers worldwide, across hundreds of click tracking servers.

This ensures that our click tracking is on the fastest infrastructure possible tracking your clicks in global locations that's closet to your traffic.

Amazon has proprietary technology that is able to based on their enormous set of latency data, determine which data center is best for your traffic.

When you create a new campaign or make rotation changes, the rotation data has to propagate out to all these hundreds and hundreds of servers worldwide, and it's not instant.  This process should only take ~1 minute.
